WHAT DO THEY DO?
They rule the world of magic and have the power to take people's magic away. They are like Kings.
POWERS
Elders are very powerful. Here is some of the magic we have seen them use:

Healing
Orbing
Invisibility
Hovering
Foresight

Like Whitelighters, Elders have a special sensing power which tells them where people are so they can orb accurately.

Elders can also shoot electricity from their hands.

Presumably, Elders have the powers that Whitelighters have aswell.
OTHER FACTS
Elders are in charge of Whitelighters. They set them their charges and have the power to clip their wings.

Elders cannot heal themselves.

Elders are not supposed to fall in love or have a family.

Elders live in a place known as 'up there' which is like Heaven. It is a very peaceful and beautiful place.

Elders wear robes.

The Elders can trigger Witches powers. They give Phoebe premonitions when they foresee something that the Charmed Ones can prevent.
